Explanation

Unlike the province's Councilors, Myrken Wood's Governor is elected not by popular vote, but by ballot taken amongst all current members of the Judiciary Council. His position is a complicated one: as the Council's fifth member, his is the deciding vote -- but he possesses the power of veto in any case; on some occasions, he is obliged not only to moderate during Council meetings, but to dictate their outcomes. Furthermore, his secondary role is that of Judiciar, and requires that he lead the Council in both the judgement of criminal cases, and the assignment of sentences to the same.

It may come as no surprise, then, that election to the position of Governor is commonly considered a death-sentence for the man unfortunate enough to suffer it.
